Google PR?

Greetings everyone!

This is actually a two-pronged question:
a) Does anyone have a clue as to how often Google updates/reviews sites to assign page rank -- that is, if the site qualifies?

b) Am I the only one (I feel stupid admitting this) who is [was] under the misconception that PR-1 is the best?
I ask this because I recently discovered that Google PR is on a scale from 0 to 10; with 10 being the highest rank possible! I've actually seen a couple PR 8 sites, maybe PR 9, but certainly not one single PR 10.

It updates around 4 times a year, though recently they have been coming a month early. Sometimes there are off-cycle updates too.

Google itself is a PR 10, as it CNN.com. Probably from all the spammers linking out to CNN.com trying to appear "natural."
