I'm not sure which rank checking software they are talking about, but here is my take on it. If I use my SEOQuake software too much, or SEO-Elite, or even Keyword Elite to often during the day, if I attempt to try to use a regular Google search, it throws up an error about my query looking like an automated request. It pretty much blocks me, sometimes as much as a whole day.
I'm not sure if they would block a single IP address like my own ISP addy permanently, but I'm sure they could if they felt I was truly abusing it.
This makes me wonder if they are talking about server side requests? I know of a few programs that are less than **honest** that would be prime candidates for getting an IP addy blocked permanently...
